AMGROS ENTERS FIRST PRICE AGREEMENT FOR PHARMACY MEDICINES


Citizens with chronic hand eczema will be the first to benefit from the pilot scheme under which Amgros negotiates confidential price agreements for pharmacy medicines. Considerable preparatory work has gone into the scheme – but so has its potential.

At Amgros, we have many years of experience negotiating prices for medicines for public hospitals. Nevertheless, it has been a major task to prepare for negotiating prices for medicines supplied through private pharmacies as well.

However, we have now successfully negotiated a confidential price agreement with Leo Pharma for the medicine Anzupgo, which is used to treat patients with chronic hand eczema. Based on this, the Danish Medicines Agency has decided to grant the medicine general reimbursement – the first time under the new scheme.

- This has been an exciting task for us to take on. But by its nature, it has also been a rather complex undertaking, as we have had to establish an entirely new setup in cooperation with many different stakeholders across the industry, Danish Regions, and the Danish Medicines Agency. Therefore, I am very pleased that in less than a year we have completed a series of negotiations – and have now also succeeded in entering into the first actual agreement with a company, says Flemming Sonne, CEO of Amgros.

Negotiating confidential prices for the primary healthcare sector is an entirely new scheme that has not previously been tried in Denmark. As a result, we have had to develop and establish a completely new setup, including clear processes for price negotiations, guidance for companies, principles for settlement and payment of rebates to the regions, and terms of reference for the assessment committee. 

This is a scheme with many dimensions, and we are continuously learning and improving. Naturally, we could not have carried out this work on our own. We would not have reached where we are today without constructive dialogue and close cooperation with the Danish Medicines Agency, the pharmaceutical industry, and Danish Regions. This has been invaluable – and I would therefore like to take this opportunity to express my thanks. 

Since the scheme entered into force on 1 July 2025, 13 companies have requested Amgros to negotiate prices for medicines. So far, three medicines have been reviewed by the assessment committee, and one more case is to be assessed before the summer holidays. 

- Interest in the scheme has been greater than expected. This shows that it holds significant potential, as it can ultimately give patients access to medicines that they would otherwise not be able to obtain reimbursement. It will be exciting to follow its development, says Flemming Sonne.

FACTS

The pilot scheme was established as part of the 2024 financial agreement between Danish Regions and the former government. The scheme entered into force on 1 July 2025. 

Under the scheme, Amgros can negotiate confidential prices with originator pharmaceutical companies. If companies are able to offer a sufficiently low price during negotiations, they can subsequently use this price to apply to the Danish Medicines Agency for general or conditional reimbursement of the medicine for the benefit of patients. 

Negotiation of confidential prices within the reimbursement system will be relevant for originator companies of medicines that are: 

- A new, expensive medicine 

- A medicine undergoing reassessment of its reimbursement status 

- A medicine being considered for transfer from hospital treatment to the primary healthcare sector 

Danish Regions appointed an assessment committee at the end of August 2025. Terms of reference have been prepared for the committee, which consists of three regional representatives: Peter Sørensen (Medical Director at Hospital Sønderjylland), Kirsten Wisborg (Medical Director at Bispebjerg and Frederiksberg Hospital), and Søren Petersen (Finance Director in the Central Denmark Region). Flemming Sonne, CEO of Amgros, participates as an observer. 

The committee will be expanded with one additional representative in connection with the establishment of the Eastern Denmark Region.
