WE ARE WELL UNDERWAY WITH THE NEGOTIATION OF PRICES FOR THE PRIMARY SECTOR


Amgros has established a set-up to negotiate prices for pharmaceuticals for the primary sector. We have just met with companies to inform them about the process for outsourcing chronic migraine treatment from hospitals to the primary sector.

With the financial agreement from 2024 between the Government and Danish Regions, Amgros was given a mandate to negotiate confidential prices for medicines for the primary sector.

Since the scheme came into force on 1 July 2025, eight companies have asked Amgros to negotiate prices for medicines. We have concluded three negotiations, and negotiations with the other companies are in process or planned.

Prior to this, we at Amgros have been working to get ready for negotiations on confidential prices with the companies. Among other things, we have developed principles for settlement and payment of discounts to the regions, clear processes for negotiations with companies and guidelines for suppliers.

- It has been a big and exciting task for us to take on. We have had to establish a completely new set-up in collaboration with the many different players in both the industry, regions and the Danish Medicines Agency. It has been a rather complex task. Therefore, I am also very pleased that we have succeeded in establishing a set-up that works," says Flemming Sonne, CEO of Amgros.

NEGOTIATION OF CHRONIC MIGRAINE

The Board of Directors of Danish Regions has decided that the pilot scheme will also uncover the possibility of moving chronic migraine treatment from the hospitals to specialists in neurology. This spring, we will begin negotiations with companies interested in providing confidential pricing for their medications used to treat chronic migraine.

- We look forward to getting started with this part of the pilot scheme as well. It is an area that contains many facets and where we are constantly learning and improving. Therefore, I would also like to emphasize that we greatly appreciate the constructive approach and dialogue that we encounter from both the companies and other players, says Flemming Sonne.

On this occasion, Amgros and Danish Regions invited companies that have medicines for chronic migraine treatment to an information meeting on 16 April 2026. Here we talked about the process and timetable for negotiation and requirements for the content of the companies' request for negotiation.

FACTS

With the pilot programme, Amgros can negotiate confidential prices with original manufacturers of medicines. If the companies are able to offer a sufficiently low price in connection with the negotiations, they can then use it to apply to the Danish Medicines Agency for general or conditional reimbursement for the medicine for the benefit of patients.

Negotiation of confidential prices in the reimbursement system will be relevant for the original manufacturers of a medicinal product that are either

  • A new expensive drug
  • A medicinal product that is undergoing a reassessment of reimbursement status, or
  • A medicine that is being considered for transfer from treatment at hospitals to primary care

Danish Regions appointed an assessment group at the end of August. A mandate has been prepared for the district, which consists of three representatives from the regions: Peter Sørensen, medical director at Hospital Sønderjylland, Kirsten Wisborg, medical director at Bispebjerg and Frederiksberg Hospital, and Søren Petersen, finance director at the Central Denmark Region. Flemming Sonne, CEO of Amgros, will participate as an observer. The district will be expanded with one more representative in connection with the establishment of the Region of Eastern Denmark.
